About this opportunity

The Department of the Air Force Air Combat Command is seeking a custom-tailored professional development program for 10 USSTRATCOM civilian employees through the Strategic Leadership Fellows Program II. The solicitation (FA460025Q0049) requires a firm-fixed-price contract to provide two interconnected three-credit hour graduate-level courses during the spring term, focusing on group collaboration, teambuilding, conflict resolution, strategic deterrence, and international relations. The contract will be awarded through a full and open competition using NAICS code 611310, with a best value determination method where the technical factor is more important than price. Quotes are due by 10:00 AM CDT on 9 June 2025, and must be submitted via email to the Contracting Officer and Contract Specialist. Interested vendors must be a fully accredited academic institution within 15 miles of Offutt Air Force Base that offers a Master's degree in Business Management or Political Science/International Relations.

The contract has a base period from September 2025 to August 2026, with four potential one-year option periods extending through August 2030. There is no specific set-aside for small businesses, though the NAICS code restricts the prime contractor to being a college, university, or professional school. The incumbent contractor is the University of Nebraska at Omaha, which currently holds contract #FA4600-20-C-0005. While no specific award value is disclosed, the solicitation uses a small business size standard of $34.5M for the NAICS category. The program will serve 10 USSTRATCOM civilian employees, with courses delivered concurrently during the spring term at Offutt Air Force Base in Nebraska. The contract includes multiple contract line items (CLINs) covering labor, tuition and fees, supplies, and data requirements for the base and option periods.
