About this opportunity

The Defense Logistics Agency (DLA) Troop Support Clothing and Textiles is conducting a Request for Information (RFI) and Sources Sought announcement for Strap, Webbing (Crew Restraint Tether Assembly) and Subcomponents. The procurement focuses on specific components of a Quick Release Extension Tether (QRET) Assembly, including various types of straps, webbing, retention carabiners, and handle covers with specific NSN and part numbers from Survival Innovations. The RFI aims to identify qualified contractors capable of providing these crew restraint tether assembly components, with potential respondents required to submit a comprehensive capability statement addressing technical abilities, organizational capacity, and supporting documentation. Interested companies must respond by close of business on June 13, 2025, via email to Matthew.Porreca@dla.mil and Maria.Aguayo@dla.mil, with responses not exceeding five pages. The NAICS code for this procurement is 315990 - Apparel Accessories and Other Apparel Manufacturing, and the government will use the responses for market research and procurement method determination.

The pre-solicitation notice does not indicate a specific set-aside for small businesses, though companies are asked to specify their business size and small business type if applicable. While no specific award value or budget range is mentioned, the procurement appears focused on specialized military equipment components. The current documentation references multiple NSN numbers and part configurations, suggesting a potential for multiple line items or varied production requirements. Respondents will need to demonstrate capability in producing complex crew restraint tether assembly components with potential requirements for classified information processing. The solicitation emphasizes that this is a market research effort, and no Request for Proposal (RFP) currently exists, with the government reserving the right to ask follow-up clarifying questions to individual companies based on submitted proprietary information.
