About this opportunity
The Department of State US Embassy Paris seeks street stone facade restoration at the U.S. Ambassador's Residence, 41 rue du Faubourg Saint Honore, Paris, with proposals due August 31 (amended from August 6). A pre-proposal conference and mandatory site visit occur July 16 at 10:00 CET. The contract is firm-fixed price, payable in Euros, awarded to the lowest priced, technically acceptable, responsible offeror.
Place of performance is Paris, France. The work site is a UNESCO-protected, historically significant Haussmann-style building requiring compliance with the U.S. Secretary of the Interior's Standards for the Treatment of Historic Properties, EM-385-1-1 safety standards, OSHA requirements, and local French occupational safety and health regulations, with the most stringent requirement taking precedence. The primary cleaning method is hydrogomming using ultra-fine non-abrasive powder under low pressure. Masonry repair includes stone replacement from Saint Pierre d'Aigle and Bretigny quarries with epoxydic resin and Portland lime mortar, and painting of windows, doors, grids, lanterns, and metallic elements. Two optional CLINs address hazardous material testing and mitigation, contingent on positive lead testing results.
The anticipated contract price range is $250,000 to $500,000. Work must commence within 30 calendar days of award and complete within 150 calendar days of notice to proceed (no later than January 14, 2027). Liquidated damages are EUR250 per day for delays. Working hours are Monday through Friday, 9:00 to 12:00 and 13:00 to 17:00.

Additional requirements include established business presence in France, five years of relevant past performance references, SAM registration with UEI number, proof of tax regularity (URSAFF certificate), and insurance documentation: performance and payment bonds at 20% of contract price within 10 days of award, general liability of EUR9,000,000 per occurrence for bodily injury and EUR2,000,000 per occurrence for property damage. Proposals must include six volumes with executed SF-1442, pricing breakdown with 10% VAT, performance schedule, comprehensive technical and business proposal, IRS Form W-14, and SAM registration proof.
