AWARD NOTICE:
The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) awarded the second STRI Omnibus Contract, known as STOC II to 142 companies on January 27, 2009. STOC II, valued at $17.5 billion over the next 10 years, serves as an efficient contracting vehicle in order to quickly get simulation and training products and services into the hands of U.S. and coalition service members.
In response to the STOC II Request for Proposal, the Government received compliant proposals from 158 companies for evaluation; 127 proposals (60 large companies and 67 small companies) were received in the Full & Open Lot; and 98 proposals were received in the Small Business Set-Aside Lot. The overall ceiling value for the STOC II ID/IQC is $17.5B. The range for proposed prices was from $125,016,752 to $574,773,295.

The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) Acquisition Center in Orlando, FL has a requirement to award an omnibus contract vehicle to assist PEO STRI and its customers in satisfying mission require ments. The omnibus contract to be awarded, known as STOC II (PEO STRI Omnibus Contract II), will be a set of multiple-award Indefinite Delivery / Indefinite Quantity (IDIQ) contracts to provide simulation, training and instrumentation products and services for the warfighter, beginning with concept development and continuing throughout life cycle support. The period of performance of STOC II will include a base ordering period of three (3) years, followed by a two (2) year option ordering period (Option 1), a three (3)year option ordering period (Option 2) and a two (2) year option ordering period (Option 3), resulting in a potential ordering period of 10 years. The estimated ceiling of this multiple-award IDIQ contract is $17,500,000,000.
The STOC II competition will consist of a full & open competition along with a partial small business set-aside. The anticipated award date is September 2008.
All responsible sources may submit a proposal which shall be considered by PEO STRI in response to th is synopsis.

The period of performance of STOC II will include a base ordering period of three (3) years, followed by a two (2) year option ordering period (Option 1), a three (3)ye ar option ordering period (Option 2) and a two (2) year option ordering period (Option 3), resulting in a potential ordering period of 10 years. The estimated ceiling of this multiple-award IDIQ contract is $11,000,000,000.
The STOC II competition w ill consist of a full & open competition along with a partial small business set-aside. Release of the formal Request for Proposal is anticipated in early-mid February 2008. The anticipated award date is September 2008.

Added: November 14, 2007 The purpose of the Draft RFP is to enhance Industrys understanding of the Governments requirements and solicit feedback to assist the Government in finalizing its acquisition strategy. This Draft RFP shall not be misconstrued as the Governments request for proposals. The RFP is subject to change based on the Governments consideration of Industrys feedback and final acquisition strategy for STOC II. Questions or comments pertaining to the Draft solicitation shall be submitted in accordance with Section L.1.12 of the Draft solicitation.
