About this opportunity
The United States Transportation Command (USTRANSCOM) is planning to solicit a contract for Stevedoring and Related Terminal Services (S&RTS) at JAXPORT in 2025, focused on handling surface moving cargo for the Defense Transportation System (DTS). The contract will cover comprehensive cargo handling services, including receipt, processing, and disposition across multiple surface transportation modes, with potential 24/7/365 operational requirements. USTRANSCOM intends to use a Lowest Price Technically Acceptable (LPTA) evaluation method under FAR Part 15 and Part 12 acquisition regulations. The anticipated solicitation will be released on SAM.gov during the first quarter of 2025, with proposals due by February 12, 2025. The government is currently seeking market research to understand existing solutions and potential contractor capabilities for this critical logistics support mission.
The pre-solicitation notice indicates no specific small business set-aside is currently planned for this contract. The proposed Indefinite Delivery, Indefinite Quantity (IDIQ) contract will cover marine cargo handling services at multiple JAXPORT locations, including Blount Island, Talleyrand, JAXPORT Cruise Terminal, Dames Point Marine Terminal, and US Marine Base "Blount Island Command". The performance period is scheduled from August 1, 2025, through July 31, 2030, with a possible six-month extension through January 31, 2031. The contract will be classified under NAICS code 488320 (Marine Cargo Handling) and PSC category V114 for Transportation: Stevedoring. While specific award values were not disclosed, the comprehensive scope suggests a significant contract opportunity for qualified marine logistics service providers.
