About this opportunity

The Air Force Life Cycle Management Center at Hill Air Force Base is seeking to procure renewal licenses for StressCheck software, a specialized engineering analysis solution. The solicitation covers six different software modules including StressCheck Core & 64-bit Solver, Linear Elasticity Analysis, Nonlinear Analysis, Fracture Mechanics Analysis, Cold Working Analysis, and MeshSim-Advanced Automesher, with quantities ranging from 1 to 6 licenses per module. This is a combined synopsis/solicitation for commercial items processed under FAR Subpart 12.6, with offers due by 1:00 PM MDT on August 15, 2025, submitted electronically to savannah.simpson.4@us.af.mil. Questions regarding the solicitation must be received by 1:00 PM MDT on August 15, 2025, and sent to gregory.hales.2@us.af.mil. The procurement falls under NAICS code 513210 (Software Publishers) and requires offerors to provide their CAGE code and complete standard commercial item representations and certifications.

This procurement does not utilize any small business set-aside designations and is conducted under full and open competition, though the small business size standard is set at $47 million for this NAICS code. The solicitation includes a single source justification document, suggesting there may be limited competition due to the specialized nature of the StressCheck software. Delivery is required on or before August 29, 2026, FOB destination to Hill Air Force Base, Utah. The maintenance licenses being procured are described as "Paid-Up Floating Win Maintenance" versions, indicating these are likely floating network licenses with prepaid maintenance for Windows operating systems.
