About this opportunity
USAID/Egypt intends to modify the existing STEM Teacher Education and School Strengthening Activity (STESSA) contract with The 21st Century Partnership for STEM Education (21PSTEM), increasing the total estimated cost by $5,055,034 from $24,270,177 to $29,325,211 and extending the performance period by 20 months. The modification will support critical educational initiatives in Egypt, including nationwide STEM education policy implementation, expanding higher education activities, concluding research to refine educational programs, and transferring technological resources. Based on market research, USAID determined that 21PSTEM is the only vendor capable of executing these activities, thus justifying a sole source procurement under FAR 6.302-1. The agency has invited interested parties to submit their capabilities by January 28, 2025, though the final determination to conduct a competitive procurement remains at the government's discretion. The original contract (72026318C00003) was initially awarded on April 26, 2018, with this modification aimed at enhancing STEM education quality and infrastructure in Egypt.
Notice text
USAID/Egypt intends to modify the STEM Teacher Education and School Strengthening Activity (STESSA), Contract number 72026318C00003, implemented by The 21st Century Partnership for STEM Education (21PSTEM), increasing the Total Estimated Cost (TEC) by $5,055,034 from $24,270,177 to $29,325,211, and extending the period of performance twenty (20) months. These changes will enable necessary implementation of activities, including (i) solidifying the policy changes necessary to implement STEM education on a nationwide basis; (ii) replicating higher education activities in additional universities; (iii) concluding research regarding the activity’s education and training programs, in order to refine programming and curricula in line with 2024 education quality standards; and (iv) revising and finalizing the development and transfer of technological resources to relevant entities.
Based on market research, it has been determined that this procurement action can only be facilitated with 21PSTEM. USAID/Egypt intends to negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interests and capability to respond to this requirement to the attention of: Amelie von Briesen, Email Address: avonbriesen@USAID.gov by Tuesday, January 28, 2025.
