About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking repair and modification services for a Starter Control Valve (NSN 7R-4820-016629522-F7, TDP VER 006), classified under PSC 4820 for nonpowered valves. This is a commercial, off-the-shelf item that is designated as flight-critical, requiring Government source approval prior to contract award. Prospective contractors must either be previously approved by the Government or submit comprehensive source approval documentation as detailed in the applicable NAVSUP Weapon Systems Support (NAVSUP WSS) Source Approval Information Brochures for repair operations. Evaluation will prioritize contractors who can demonstrate adequate technical capability and compliance with source approval requirements, with particular emphasis on the ability to meet fleet support needs without delay. The pre-solicitation notice was posted on November 15, 2025, with a due date for proposals of December 29, 2025, allowing contractors approximately six weeks to prepare and submit their offerings.

This contract opportunity carries no set-aside designations and does not identify any current incumbents or contractors in the notice. The procurement is for five units of the starter control valve with delivery on a Free-On-Board (FOB) Origin basis. While the notice does not specify an award value or total contract budget, the relatively modest quantity of five units suggests a limited scope engagement. Contractors who are not currently approved sources must include all required technical data with their proposals, or they risk having their offers deemed non-responsive. If source approval evaluation cannot be completed in time to meet Government requirements, the Navy reserves the right to continue award based on fleet support needs, potentially circumventing the competitive process for already-approved vendors.
