About this opportunity

The Defense Logistics Agency Land and Maritime is seeking to procure 15 units of a starter air turbine component (NSN 7H-2920-015938971, TDP VER 007) through this pre-solicitation notice. This procurement falls under PSC category 2920 for engine electrical system components in non-aircraft applications. Award will be made only to offerors whose products, services, or manufacturers meet all applicable qualification requirements at the time of award, in accordance with FAR clause 52.209-1. The solicitation will not utilize the policies contained in FAR Part 12 for commercial items, indicating this is being treated as a specialized procurement requiring specific qualifications. The pre-solicitation notice was posted on March 12, 2026, with a due date for responses set for April 27, 2026, providing interested parties with approximately six weeks to prepare their submissions. Prospective contractors can obtain relevant Military and Federal Specifications, Standards, and other technical documentation from the DoD Single Stock Point (DODSSP) in Philadelphia, PA, or through the ASSIST-Online portal.

This procurement carries no set-aside designations, meaning it is open to all eligible contractors without preference for small businesses, women-owned businesses, or other protected classifications. The notice does not identify any current incumbent contractors or previous award holders. No specific contract award value or budget range is disclosed in the pre-solicitation notice, though the quantity of 15 units and the specialized nature of the component suggest a moderate procurement. Delivery will be FOB Origin, placing responsibility for transportation on the contractor. The Government has determined that it does not own the technical data or rights necessary to procure this component from alternative sources and that both purchasing the data and reverse engineering the part would be uneconomical, making this a sole-source or limited-source acquisition. Interested parties requiring additional information about qualification requirements should contact the designated office identified in the forthcoming formal solicitation.
