About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking repair and modification services for air starter units under NSN 7H-2990-123775161, with a quantity of 2 units required for delivery FOB origin. This procurement falls under the Miscellaneous Engine Accessories, Nonaircraft category and involves specialized components for which the government does not own the technical data or rights necessary to enable competitive sourcing from multiple contractors. The contracting officer has determined it would be uneconomical to purchase the data rights or reverse engineer the part, leading to a sole source procurement under FAR 6.302-1 authority. The government intends to solicit and negotiate with only one source for this specialized repair work. The due date for this opportunity is September 26, 2025, providing interested parties substantial time to prepare their responses.

This procurement does not utilize any set-aside designations and operates under a no set-aside structure. The contract includes a 100% option quantity that the contracting officer may exercise within 365 days of the effective contract award date, with the same delivery turnaround requirements applying to the optional work. The contractor must provide repair services that meet the baseline delivery schedule for both the base requirement of 2 units and any optional quantities. When the option is exercised, a contract modification will be completed incorporating all current terms and conditions. The government has made technical documentation available through the DoD Single Stock Point and ASSIST-Online systems, though patterns, drawings, and deviation lists are not stocked at the standard distribution point.
