About this opportunity

The Defense Information Systems Agency is soliciting quotations for a 1GB commercial circuit for intra-Europe telecommunications services under a combined synopsis/solicitation prepared in accordance with FAR Subpart 12.6 for commercial items. This is a restricted access requirement available only to entities registered under NAICS code 517111 (Wired Telecommunications Carriers), with access requests requiring the requestor's UEI or CAGE code for verification. The procurement will use a lowest price technically acceptable (LPTA) source selection process to evaluate quotes, with specific evaluation criteria detailed in the attached RFQ document. All quoted prices must be identified by monthly recurring charges (MRC), non-recurring charges (NRC), and any applicable tier pricing for additional service months. The solicitation was posted on June 12, 2025, with quotes due by July 12, 2025, and no written solicitation will be issued beyond this announcement.

This procurement does not utilize any small business set-aside designation, making it a full and open competition among qualified telecommunications providers. The solicitation does not identify any incumbent contractors or provide specific award values or budget ranges for the commercial circuit services. The requested service involves establishing telecommunications infrastructure within Europe, though specific performance locations or detailed timeline requirements are referenced in the attached RFQ document rather than disclosed in the public notice. Telecommunications providers must comply with standard commercial item terms and conditions as outlined in existing basic agreements and various FAR clauses. The solicitation incorporates provisions from DITCO Basic Agreements and requires compliance with current Federal Acquisition Circular and DFARS publications in effect at the time of posting.
