About this opportunity

The Defense Information Systems Agency is seeking to procure a 1GB commercial circuit for Intra-Eastern Europe telecommunications services through this combined synopsis/solicitation for commercial items. This is a restricted access requirement available only to entities registered under NAICS code 517111 (Wired Telecommunications Carriers), with access requests requiring a UEI or CAGE code for verification. The procurement is structured as a request for quote (RFQ) without a separate written solicitation, and all quoted prices must be identified by monthly recurring charges, non-recurring charges, and any applicable tier pricing for additional service months. The agency will use a lowest price technically acceptable (LPTA) source selection process to evaluate submissions. The solicitation was posted on June 12, 2025, with quotes due by July 14, 2025.

This procurement does not utilize any small business set-aside designation and is open to all qualified telecommunications providers meeting the commercial item requirements. The solicitation incorporates standard FAR provisions for commercial items, including instructions to offerors, representations and certifications, and contract terms and conditions as outlined in existing DITCO Basic Agreements. No incumbent contractors, specific award values, or budget ranges are mentioned in the notice. The specific service date requirements and acceptance criteria are detailed in the attached RFQ document, though these details are not provided in the public synopsis. The place of performance is indicated as Intra-Eastern Europe based on the circuit requirement, suggesting the telecommunications service will operate within that geographic region.
