About this opportunity

The Defense Information Systems Agency is procuring a 100 MB DISN VPN commercial lease for intra-European telecommunications services through this combined synopsis and solicitation for commercial items. This request for quote seeks telecommunications carriers to provide virtual private network services within Europe, with the procurement falling under NAICS code 517111 for Wired Telecommunications Carriers. Access to detailed solicitation attachments is restricted to entities registered under the appropriate NAICS code and requires submission of UEI or CAGE codes for verification purposes. Quotations must include monthly recurring charges, non-recurring charges, and any applicable tier pricing for additional service months, with service date and acceptance criteria detailed in the attached RFQ documents. The submission deadline is October 23, 2025, exactly one month from the September 23, 2025 posting date.

This procurement does not utilize any small business set-aside designations and is open to all qualified telecommunications providers. The solicitation does not identify any incumbent contractors or provide specific award values or budget ranges in the available description. The 100 MB capacity requirement represents the key quantitative specification for the VPN service, though additional technical details are contained within the restricted access attachments. The geographic scope is clearly defined as intra-European operations, indicating that performance will occur within European territories to support Defense Information Systems Agency network requirements. Telecommunications providers must demonstrate compliance with standard FAR commercial item terms and conditions, including specific clauses for commercial item acquisitions and required statutory implementations.
