About this opportunity

The Defense Information Systems Agency is seeking to procure a 1 GB commercial circuit for intra-Europe telecommunications connectivity under solicitation HC102125QA108, with Amendment 0001 issued. This restricted access requirement is classified under NAICS code 517111 (Wired Telecommunications Carriers) and requires qualified telecommunications providers to submit quotations for commercial items in accordance with FAR Subpart 12.6. Access to solicitation attachments is limited to entities registered under the appropriate NAICS code and requires submission of UEI or CAGE codes for verification. The procurement follows a request for quote (RFQ) format with no separate written solicitation to be issued, and providers must comply with standard commercial item terms and conditions including various FAR clauses. Quotations are due by September 10, 2025, and all pricing must be structured to include monthly recurring charges (MRC), non-recurring charges (NRC), and any applicable tier pricing for additional service months.

This procurement does not utilize any small business set-aside designation and is open to all qualified telecommunications carriers meeting the NAICS 517111 requirements. No specific incumbent contractors or current service providers are identified in the solicitation notice, nor are potential award values or budget ranges disclosed. The service requires establishment of a 1 GB capacity commercial telecommunications circuit specifically for intra-European connectivity, though the exact timeline for service delivery and acceptance criteria are detailed in the attached RFQ document rather than the public notice. The place of performance is indicated as intra-Europe based on the circuit requirements, suggesting connectivity between European locations for defense communications purposes. The solicitation incorporates DITCO Basic Agreements and references Section M of attached documents for additional technical specifications and evaluation criteria.
