About this opportunity

The Defense Information Systems Agency is soliciting quotations for a 1.5GB commercial lease service intra-Southwest Asia (SWA) through a Request for Quote (RFQ) issued as a combined synopsis/solicitation for commercial items. This procurement is restricted to entities registered under NAICS code 517111 (Wired Telecommunications Carriers), and access to attachments requires submission of a UEI or CAGE code for verification. Offerors must submit pricing structured as monthly recurring charges (MRC), non-recurring charges (NRC), and any applicable tier pricing for extended service months, with detailed service date requirements and acceptance criteria provided in the attached RFQ document. The solicitation incorporates standard federal commercial item provisions and clauses, including FAR 52.212-1 through 52.212-5, which establish the terms and conditions for telecommunications service providers. The deadline for submission of quotations is February 21, 2026, with the solicitation posted on January 21, 2026.

This procurement carries no small business set-aside designation and is open to all qualified commercial telecommunications carriers. The specific award value and contract duration are not disclosed in this notice but will be detailed in the attached RFQ documentation. The service will be performed in Kuwait, representing an international telecommunications infrastructure requirement for the Defense Information Systems Agency. While no incumbent contractor information is provided in this announcement, the restricted access requirement and emphasis on compliance with existing DITCO Basic Agreements suggests this may involve coordination with established telecommunications service providers. All quotations must be received by the February 21, 2026 deadline to be considered for this commercial lease service opportunity.
