About this opportunity

The Department of the Navy Naval Air Systems Command is seeking a non-profit organization to operate and manage the DoD STARBASE program at Marine Corps Air Station Cherry Point in North Carolina. This Request for Information (RFI) is designed to assess the feasibility of identifying a qualified non-profit entity to deliver a comprehensive STEM educational program for at-risk youth. The program requires providing a minimum of 25 hours of STEM instruction per class and serving at least 1,500 students annually across 30 academic weeks. Potential respondents must submit a 5-page technical approach demonstrating their capabilities, including prior experience with similar educational programs, teaming arrangements, and relevant certifications. Responses are due by 5:00 PM Eastern Standard Time on May 2, 2025, and must be submitted via email to three specified Navy contacts: jessica.d.franceschini.civ@us.navy.mil, kara.m.ridgell.civ@us.navy.mil, and kathryn.g.matisck.civ@us.navy.mil.

The RFI is not a set-aside contract and does not specify a specific award value or budget range. The selected non-profit organization will be responsible for providing a program director, four program instructors, and an office manager, as well as maintaining program facilities in Building 4503 at MCAS Cherry Point. The program will operate on a 12-month, year-round basis and is sponsored by Fleet Readiness Center East. Potential contractors must be registered in the System for Award Management (SAM) to be eligible for potential future contract awards. No cost or pricing information should be included in the response, and submissions are limited to 10 MB in size. While this is currently an RFI, if a solicitation is ultimately released, it will be posted on SAM.gov and Grants.gov, and interested parties are advised to monitor these sites for updates.
