About this opportunity
NASA's National Shared Services Center (NSSC) has issued a Special Notice for a Star Shade Design, Analysis and Prototyping contract. The notice indicates NASA's intent to issue a sole source contract to OMP INC, a Canadian company located in Quebec. The procurement is specifically related to developing starshade technologies for space observation purposes and will be performed at NASA's Goddard Space Flight Center. NASA has determined that OMP INC is the sole provider capable of executing this specialized starshade design and prototyping work. The contract opportunity falls under NAICS code 541715 for research and development in physical, engineering, and life sciences.
The primary objective of this Special Notice is to develop an innovative Inflatable Starshade for Earthlike Exoplanets (ISEE) capable of observing exoplanets with diameters ranging from 35 to 100 meters. Interested organizations are invited to submit their capabilities and qualifications in writing by 3:00 p.m. Central Standard Time on April 17, 2025, with the understanding that the government will evaluate responses to determine whether to pursue competitive procurement. The project aims to create an ultra-lightweight starshade that can be built or assembled in space, enabling ground-based telescopes to observe Earth-like planets by blocking host star glare. Potential contractors should note that this is a commercial item procurement using FAR Part 12 and Part 13 procedures. The project timeline spans from May 1st, 2025 to March 14, 2026, with critical gate reviews at each design stage. Oral communications are not acceptable in response to this notice, and all submissions will be evaluated solely to determine potential competitive procurement options.
