About this opportunity
The US Army Contracting Command - Aberdeen Proving Ground (ACC-APG) has published a Notice of Intent to award a sole-source contract for Standards and Specifications Subscription Support services. This special notice, posted on March 2, 2026, indicates the Army's intention to award a firm-fixed-price contract directly to ASTM International without open competition. The procurement is being conducted under Federal Acquisition Regulation (FAR) 13.501(a)(1)(ii), which permits sole-source contracting under specific circumstances. The contract falls under NAICS Code 519290 (Web Search Portals and All Other Information Services) with a small business size standard of 1,000 employees. This notice provides interested parties with an opportunity to challenge the sole-source determination before the contract is finalized.
The Army Transformation and Training Command (T2COM) and its subcommands, including the Futures Concepts Command (FCC) and Combat Capabilities Development Command (DEVCOM), require enterprise-level electronic access to a centralized platform for standards, specifications, publications, and parts information to support their research, development, and testing missions while ensuring Federal regulatory compliance. Interested parties must submit responses by 10:00 AM Eastern Standard Time on March 9, 2026, including company name, a capability statement, SAM Cage Code, and contact information. While any qualified contractor may respond, the Government has historically procured these services through Accuris via Allium US Holding, LLC; however, ASTM International has discontinued third-party distributor resale of certain products, including the ASTM Compass platform, which justifies the sole-source approach. The Government retains sole discretion to determine whether to compete the purchase based on responses received. Inquiries should be directed to Nicole Sutton or Terrijuana Veals via email only, as telephone requests will not be honored.
