National Standards for The Physical Inspection Of Real Estate (Nspire)
https://www.hud.gov/program_offices/public_indian_housing/reac/nspire
HUD is seeking vendors to develop the physical inspection standards used to assess properties overseen by the Office of Multifamily Housing Programs (MFH), the Office of Public and Indian Housing (PIH), and other HUD program offices. HUD's current inspection indicators of physical condition were developed over 20 years ago. Those standards are applied across most areas of the built environment for any type of housing, without modification. HUD is planning to launch a nationwide demonstration program to test these standards beginning in the summer of 2019, which is reflected in the timing and sequencing of deliverables in this contract.
The level of experience requires demonstrated experience as an authority on model codes, such as those promulgated by the International Code Council, the National Fire Protection Association, or equivalent national consensus codes. The standards consultant shall currently maintain, or have previously obtained, licensure or certification equivalent to ICC Combination Designation, and any equivalency shall be subject to review and approval by HUD. (see https://www.iccsafe.org/combination-designations/).
In addition, a Senior Inspection Consultant is required who has inspection experience substantially related to the inspection of all types of existing residential structures including single family homes, row/town houses, mid-rise, elevator structures, large multifamily, institutional (health care), and mixed-use commercial/residential properties. Experience must have been as inspector of record or as supervisor/instructor of other inspectors and must involve the application of complex codes to a variety of structure types for determining housing quality or compliance. Experience in the application of Standard Guide for Property Condition Assessments, ASTM 2018-15 by ASTM International meets this requirement, application of other comparable standards are subject to review and approval by HUD. Note that time spent conducting property appraisals and FEMA disaster assessments does not meet this requirement.
