About this opportunity
The Export-Import Bank of the United States has issued a Special Notice announcing its intent to award a sole source contract for legal recovery services in Western Europe. The procurement, valued at an estimated $15.5 million and designated under NAICS code 541110 (Offices of Lawyers), seeks asset protection and recovery services for six foreign receivables related to the SNRA Working Capital case. EXIM Bank intends to award this firm fixed price contract to IA Group, B.V., citing circumstances under Federal Acquisition Regulation clauses 6.302-1 and 13.501(a) that permit other than full and open competition. The contract will span five years and involves collecting outstanding amounts owed to EXIM by obligors, buyers, and guarantors in Western Europe. Performance will take place at EXIM Bank in Washington, DC and in the Netherlands.
The primary purpose of this Special Notice is to determine whether other qualified sources exist before proceeding with the sole source award, though no Request for Quote will be issued. Interested vendors must be registered in the System for Award Management (SAM) and must submit any information by September 19, 2025, at 2:00 PM Eastern Time for government consideration. The contractor will be required to perform comprehensive recovery services including asset searches, site visits, negotiations, litigation, documentation of agreements, and asset execution. Eligibility requires contractors to possess full knowledge of the Western European judicial system and be registered attorneys in the region if litigation is pursued. The government retains sole discretion in determining whether to compete this contract action based on responses received, and compensation will be structured as a percentage of monies collected with performance measured through semi-annual evaluations.
