About this opportunity

The Naval Sea Systems Command intends to procure engineering and design support and supplies for Standard Navy Valve (SNVY) components used in nuclear-powered submarines and aircraft carriers. This pre-solicitation notice was posted on February 19, 2026, with a deadline of March 19, 2026, for interested parties to express their capability and interest. The Government plans to pursue this procurement on a sole source basis under Federal Acquisition Regulation (FAR) 6.302 authority, meaning it intends to negotiate with only one contractor rather than conduct a competitive procurement. No specific evaluation criteria, contract requirements, or completion dates are disclosed in this notice due to the sensitive nature of work supporting the Naval Nuclear Propulsion Program. Interested firms are advised that this notice is for information purposes only and does not constitute a solicitation or commitment by the Government to award a contract; any future competitive solicitation will be announced through sam.gov.

This procurement carries no set-aside designation and is anticipated to be awarded to Huntington Ingalls Incorporated, located at 4101 Washington Avenue, Newport News, Virginia 23607, on a sole source basis. No award value, budget range, or specific quantity of goods and services is disclosed in the pre-solicitation notice. Firms interested in pursuing subcontracting opportunities are directed to contact Huntington Ingalls Incorporated directly rather than responding to this notice. The Government has explicitly stated that it will not accept proposals in response to this pre-solicitation notice and that no reimbursement will be provided for information submitted or questions raised. The notice emphasizes that responses will be considered only to determine whether to proceed with competitive procurement and that the Government retains sole discretion in making this determination.
