DFC, launched in 2019, mobilizes private capital for investment projects that create jobs and opportunities in developing countries while advancing U.S. foreign policy objectives. The notice was posted on July 10, 2025, with a response deadline of July 15, 2025.
The primary objective of this contract is to conduct up to nine surveys annually, totaling up to 45 surveys over the contract's five-year period, focusing on monitoring and evaluation of DFC's development impact performance. The surveys will serve two distinct purposes: monitoring active clients up to one year following impact maturity to provide actionable performance data, and evaluation surveys conducted within one year of clients' financial maturity dates to assess development outcomes. While this is a sole source notice, responsible sources may submit capability statements within three calendar days of publication for DFC's consideration in determining whether to open the requirement to competition. The anticipated contract structure is a Firm Fixed Price arrangement with a one-year base period and four one-year option periods. DFC reserves the right to extend the contract term and emphasizes that this notice does not constitute a request for proposals or represent a government commitment to any particular acquisition approach.
