About this opportunity

The 502d Contracting Squadron at Joint Base San Antonio-Randolph Air Force Base is conducting market research to identify potential suppliers for 50 Little Anne Light and 50 Little Anne Dark Single Basic Life Support (BLS) task trainers for the Medical Education and Training Campus (METC) at Fort Sam Houston. The Department of the Air Force Air Education and Training Command is seeking manikins with specific technical requirements, including Bluetooth connectivity to the QCPR App, human-like characteristics for medical training, and comprehensive sensor capabilities for monitoring chest compressions and ventilations. Key contract requirements include manikins that provide realistic medical training experiences, with specific dimensional specifications of 64cm length, 37cm width, 21.5cm height, and weighing 2.0kg. The NAICS code for this procurement is 339999 (All Other Miscellaneous Manufacturing), with a Product Service Code of 6515 for medical and surgical instruments. Interested vendors must submit a comprehensive capability survey by February 25, 2025, at 1500 CST, detailing their business information, socioeconomic status, ownership details, and authorized dealer/reseller credentials.

The procurement does not currently have a specific small business set-aside, though the government may pursue this option based on the responses received. The Request for Information (RFI) is explicitly not a commitment to issue a solicitation or award a contract, and vendors will not be compensated for responding to the market research request. While specific award values are not disclosed, the procurement involves 100 total manikins across two color variants. The government has indicated flexibility in the procurement approach, potentially considering both small business set-aside and full and open competition strategies depending on the market research results. Vendors are advised that contact with government personnel outside the specified communication channels is prohibited, and the RFI is purely for informational and planning purposes. The timeline suggests a potential solicitation may be developed in the near future, contingent on the market research findings and vendor capabilities demonstrated through the submitted responses.
