About this opportunity
The Department of the Navy Naval Supply Systems Command is procuring a vertical stabilizer component as a spare part for the P-8 aircraft through this competitive commercial off-the-shelf (COTS) procurement. The requirement can only be fulfilled by Original Equipment Manufacturers (OEM), aircraft primes, or suppliers who provide Federal Aviation Administration (FAA) parts with an FAA Authorized Release Certificate and FAA Form 8130-3 Airworthy Approval Tag. The government intends to make a single award to the eligible, responsible quoter whose quote is technically acceptable and determined most advantageous considering price. Quotes must be submitted via email to carolyn.a.clark30.civ@us.navy.mil by 4:30 PM EST on July 31, 2025, with late submissions excluded from consideration. If only one acceptable quote is received, the competitive procedures will shift to sole source negotiations, and contractors must provide advance notification of any proposed engineering changes affecting the components.
This solicitation does not utilize any set-aside designations and operates under open competition. No incumbent contractors or potential award values are specified in the notice. The procurement falls under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing and PSC code 1560 for Airframe Structural Components. Early and incremental deliveries are both accepted and preferred by the government. Contractors must comply with strict change control requirements, including obtaining written government authorization before implementing any modifications that could affect interchangeability, performance, safety, reliability, FAA type certification, or require part re-identification. The solicitation includes standard federal acquisition regulations and commercial item terms and conditions with specific addendums applicable to P-8 aircraft Category 1 and Category 2 items.
