About this opportunity
The U.S. Army Corps of Engineers (USACE), Jacksonville District has issued a Special Notice for a sole-source contract with Coastal Conservation Group LLC to conduct environmental monitoring for threatened and endangered sea turtle species. The contract pertains to two specific project areas in St. Johns County, Florida: the Coastal Storm Risk Management (CSRM) project in Vilano Beach and the Shore Protection Project (SPP) in St. Augustine Beach. The procurement falls under NAICS code 541620 for Environmental Consulting Services, and will be solicited using other than full and open competition in accordance with FAR 13.106-l(b)(l). The sole-source approach is justified by the Florida Fish and Wildlife Conservation Commission's policy of issuing only one marine turtle permit per beach to manage turtle habitat impacts. Coastal Conservation Group LLC is the only Marine Turtle Permit Holder for the specified locations.
The primary objective of this contract is to perform comprehensive sea turtle monitoring and post-construction surveys from April 1 through December 31, 2025. Contractors must conduct daily sea turtle nest surveys between sunrise and 9am from May 1 to October 31, 2025, and monitor beach escarpments and lighting conditions. Key deliverables include monthly reports due by the 10th of each month, two lighting survey reports, a draft comprehensive report due November 20, 2025, and a final report due December 15, 2025. Eligibility is strictly limited to the current Marine Turtle Permit Holder, which in this case is Coastal Conservation Group LLC. The monitoring will track critical parameters such as nesting success, hatching success, emergence success, disorientation events, and nests affected by erosion or inundation. Potential sources interested in future similar acquisitions are encouraged to contact the agency representatives, Ms. Florutha A Robinson or Mr. Gerald Garvey, to discuss their capabilities.

The U.S. Army Corps of Engineers (USACE), Jacksonville District intends to solicit and contract with Coastal Conservation Group LLC (CAGE 9SG63), of St. Augustine, FL, on a sole-source basis to conduct post construction surveys and environmental monitoring for Threatened and Endangered (T&E) sea turtle species within the project footprint of the St. Johns County (SJC) Coastal Storm Risk Management (CSRM) (South Ponte Vedra Beach and Vila no Beach Reaches) and SJC Shore Protection Project (SPP) (St. Augustine Beach) efforts. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541620, Environmental Consulting Services.
The Florida Fish and Wildlife Conservation Commission (FWC) implements a program regulating permits for marine turtle-related activities. Coastal Conservation Group LLC is the only Marine Turtle Permit Holder for the St. Johns County locations listed in the Performance Work Statement (PWS). Therefore, this requirement will be solicited using other than full and open competition in accordance with the procedures of FAR 13.106-l(b)(l).
No solicitation will be posted for this requirement.
