About this opportunity

The U.S. Fish and Wildlife Service is procuring fuel tank replacement services at St. Catherine Creek National Wildlife Refuge in Mississippi, involving the removal and disposal of two existing 1,000-gallon Convault tanks and installation of two new 550-gallon Flameshield double-walled steel tanks for diesel fuel and gasoline dispensing. The work requires comprehensive tank removal, proper fuel transfer, environmental compliance, installation of complete dispensing systems with anti-spill valves and breakaway hoses, plus all necessary permits, testing, and documentation. Contractors must demonstrate experience with similar fuel storage projects and adhere to multiple safety and environmental standards including UL-142 listing requirements for the new tanks. The evaluation will be based equally on price and past performance, with the government reserving the right to award to a non-lowest priced offeror through a trade-off analysis. A mandatory site visit is scheduled for September 18, 2025 at 10:00 AM ET, with proposals due by September 24, 2025 at 5:00 PM Eastern time.

This opportunity is designated as a total small business set-aside under NAICS code 237120 (Oil and Gas Pipeline and Related Structures Construction) with a size standard of $45 million. No incumbent contractor information is provided in the solicitation documents, and specific contract values or budget ranges are not disclosed. The project involves replacing three existing storage units with two new 550-gallon capacity tanks, representing a reduction in total fuel storage capacity from 2,000 gallons to 1,100 gallons. The performance period extends from October 1, 2025 to April 30, 2026, providing approximately six months for project completion. All work will be performed at the St. Catherine Creek National Wildlife Refuge located at 21 Pintail Lane in Natchez, Mississippi, approximately 16 miles south of the city of Natchez.
