About this opportunity

The National Institutes of Health Office of the Director, Office of the Chief Information Officer intends to issue a modification extending GSA Contract 47QTCA19D00HF, Task Order 75N97021F00077 on a sole-source basis for 10 months and 15 days through April 16, 2027 for information security management support services.

The extension prevents service lapse while the Government conducts a competitive recompete under the evolving Foundational IT Centralization framework. The incumbent contractor possesses unique institutional and operational knowledge of NIH's mission-critical cybersecurity infrastructure across asset management, vulnerability management, continuous monitoring, incident response, training and awareness, audits and assessments, and policies and standards. Service interruption would create unacceptable risks including decreased cybersecurity posture, FISMA compliance failures, operational degradation, disruption to the Foundational IT initiative, and significant transition costs. The extension period of 10 months and 15 days represents the minimum acceptable duration necessary to award the follow-on contract while ensuring continuity of services and providing a buffer for transition.

This acquisition is conducted under the GSA Multiple-Award Schedule program authority, specifically GSAR 538.7104-3(b)(iii), which permits sole-source issuance on a logical follow-on to an FSS order already issued on a competitive basis. The original task order was competitively awarded under the GSA MAS Highly Adaptive Cybersecurity Services pool. The Government intends to publish a limited-sources justification notice on SAM.gov for a minimum of 30 days and conduct market research for the full competitive recompete anticipated for award in Q1 2027. The contractor's pricing was determined fair and reasonable under FAR 8.404(d).

Notice text

The Government intends to issue a modification to extend GSA Contract # 47QTCA19D00HF, Task Order (TO) # 75N97021F00077 for 10 months and 15 days to prevent a lapse in service for information security management support services for OD OCIO from June 1, 2026, to April 16, 2027.This proposed extension is to prevent a break of service while providing the Government with the necessary time to award the competitive recompete acquisition under the evolving Foundational IT Centralization framework. The length of the proposed extension is the minimum acceptable period necessary to award the follow-on contract while ensuring a continuity of services and granting a buffer for a potential transition period.

This acqusition is conducted under the authority of the GSA Multiple-Award Schedule (GSA MAS) program. Consideration of schedule contractors will be restricted in accordance with: General Services Administration Regulation (GSAR) 538.7104-3(b)(iii) - The order should be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an FSS order already issued on a competitive basis.
