About this opportunity
The Naval Air Systems Command (NAVAIR) Aerial Targets Program Office (PMA-208) at Patuxent River, Maryland, intends to award a sole-source delivery order under existing IDIQ contract N00019-25-G-0003 for Non-Recurring Engineering and preliminary production support of the BQM-34S Aerial Subsonic Target system. The procurement will utilize a combination of Cost Plus and Firm Fixed Price contract types and encompasses finalizing 2D to 3D drawing conversions, addressing parts obsolescence, assisting with engine and fuel design updates, software updates, design qualification and testing, and preparing manufacturing tooling and test sets. The BQM-34S is a recoverable, remote-controlled subsonic aerial target capable of speeds up to Mach 0.86 and altitudes from 10 to 60,000 feet, designed to emulate Anti-Ship Cruise Missiles and Surface-to-Air Missiles for weapons system testing and evaluation. The procurement is justified under Title 10 U.S.C. 3204(a)(1) and FAR 6.302-1 as only one responsible source exists to satisfy the agency's requirements. The notice was posted on August 19, 2025, with responses due by September 5, 2025.
This procurement utilizes no set-aside designation and will be awarded solely to Northrup Grumman Systems Corporation (NGSC) in San Diego, California, as they are the original designer, developer, and manufacturer of the BQM-34S system. NGSC possesses the exclusive knowledge, maintenance and repair experience, and proprietary technical data and software rights necessary to fulfill the government's requirements for this specialized aerial target system. Contract award is anticipated for the second quarter of calendar year 2027, with performance extending 36 months after contract award. The procurement falls under NAICS code 336414 (Guided Missile and Space Vehicle Manufacturing) and PSC code 1420 (Guided Missile Components). The notice emphasizes that this is not a request for competitive proposals, as the government has determined that only NGSC can meet the technical requirements for this specialized defense system.
