About this opportunity

The Naval Air Systems Command (NAVAIR), Aerial Targets Program Office (PMA-208) seeks post-production support services for the BQM-34S Aerial Target system for fiscal years 2027 through 2030. This procurement will be conducted as a sole source award under an existing Basic Ordering Agreement with Northrop Grumman Systems Command (NGSC) in Rancho Bernardo, California, utilizing a Cost Plus Fixed Fee (CPFF) delivery order structure. The contractor must possess extensive knowledge of the BQM-34S system, including design, development, manufacturing, maintenance, repair capabilities, and access to noncommercial technical data and software rights specific to this aerial target platform and its associated mission kits and support equipment. This pre-solicitation notice is published for informational purposes only and is not a request for competitive proposals; however, all responsible sources may submit capability statements that will be evaluated solely to determine whether the Government should pursue a competitive procurement instead. The response deadline for interested parties to submit capability statements is March 12, 2026, with contract award anticipated in the second quarter of fiscal year 2027.

No set-aside designation has been applied to this procurement. Northrop Grumman Systems Command is identified as the incumbent contractor and sole source provider, as it is recognized as the only designer, developer, and manufacturer of the BQM-34S system with the requisite technical expertise and data rights. The anticipated delivery order will support a 48-month performance period consisting of one base year (CY 2027) and three option years (CY 2028-2030), though specific budget values or award amounts are not disclosed in this pre-solicitation notice. Interested subcontractors should contact NGSC directly via Mike Vallon for potential teaming opportunities. The procurement authority is established under Title 10 U.S.C. 3204(a)(1), which permits other than full and open competition when only one responsible source exists.
