About this opportunity
The United States Transportation Command (USTRANSCOM) is preparing to solicit Stevedoring and Related Terminal Services (S&RTS) for four Mid-Atlantic ports: Charleston (SC), Savannah (GA), Wilmington (NC), and Morehead City (NC). The anticipated contract will be an Indefinite Delivery, Indefinite Quantity (IDIQ) procurement structured with a single, fixed-rate schedule and a 5-year ordering period. USTRANSCOM plans to award the contract using Lowest Price Technically Acceptable (LPTA) evaluation criteria under Federal Acquisition Regulation (FAR) Parts 15 and 12. The Request for Proposal (RFP) is expected to be available on SAM.gov during the first quarter of 2025, with interested parties encouraged to contact contract specialists Lucy Wells and NaShae Perez or Contracting Officer Anthony J. Laudano for additional information. The pre-solicitation notice serves to inform potential vendors about the upcoming procurement opportunity and is not itself a formal solicitation.
The contract opportunity is not designated with a specific set-aside category, which suggests it will be open to broad competition. The proposed performance period spans from September 1, 2025, through August 31, 2030, with an optional 6-month extension available. While specific award values were not disclosed in the pre-solicitation notice, the contract will cover marine cargo handling services across multiple significant ports in the southeastern United States. The procurement falls under NAICS Category 488320 (Marine Cargo Handling) and Product Service Code V114 (Transportation: Stevedoring), indicating a specialized maritime logistics service requirement. Potential contractors should carefully review the forthcoming solicitation documents to understand the full scope of requirements, technical specifications, and submission guidelines for this federal contract opportunity.
