About this opportunity

The National Institute of Standards and Technology (NIST) is conducting market research to identify contractors capable of providing content development and software support services for the Standard Reference Database (SRD) 31 - Phase Equilibria Diagrams. This Sources Sought Notice seeks information from qualified contractors who can deliver scientific evaluation, content development, and related support services for a database containing critically evaluated phase-equilibrium information derived from primary scientific literature. NIST requires contractors with subject-matter expertise in thermodynamics and phase-equilibrium science, along with the ability to conduct systematic literature searches, including foreign-language publications, and evaluate scientific data for inclusion in the database. While specific evaluation criteria have not been detailed in this preliminary notice, the contract will ultimately be evaluated based on technical capability, relevant experience, and qualifications of proposed personnel. The deadline for responses to this Sources Sought Notice is February 21, 2026, though respondents should note that this is a market research notice only and does not constitute a formal solicitation or binding commitment from the Government.

This opportunity carries no set-aside designation and is open to all qualified contractors meeting the NAICS code 541690 (Other Scientific and Technical Consulting Services) with a small business size standard of $19 million. No incumbent contractor information or award value has been disclosed at this pre-solicitation stage. The notice does not specify contract duration or dollar amounts, as NIST is currently in the preliminary stages of determining contractor availability and capability. Respondents should clearly mark any proprietary or restricted information in their submissions, as NIST will assume unlimited rights to technical data submitted without such designations. Prospective contractors should note that no solicitation documents currently exist, and requests for such documents will not receive responses until a formal solicitation is issued.

BACKGROUND

NIST maintains Standard Reference Database (SRD) 31 – Phase Equilibria Diagrams (PED), a critically evaluated database of phase-equilibrium information derived from primary scientific literature. Database entries, known as PED Figures, consist of scientific commentaries and one or more evaluated phase diagrams.

Content for SRD 31 is developed through systematic bimonthly searches of newly published scientific literature, including foreign-language publications, and is evaluated by subject-matter experts with advanced education and expertise in thermodynamics and phase-equilibrium science.

Additional information about SRD 31 is available at:

  4. Graphics Digitization and Editing
    • Digitize phase diagrams into standardized interactive graphics using NIST-provided custom software.
    • Upload files into the PED Content Management System (CMS) and implement review-cycle corrections.
    • Anticipated workload: 30–50 diagrams per month.
  5. Workflow Management and Production Coordination
    • Manage and coordinate all PED workflow steps
