About this opportunity

The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) intends to issue a cost-plus-fixed-fee and firm-fixed-priced contract for technical and engineering services supporting Navy radar and fire control systems. The solicitation will be sole-sourced to Raytheon Company, focusing on weapon systems field engineering, ordnance alteration, obsolescence technical support, reliability/maintainability issues, production, testing, and lifecycle support functions. The primary programs include Array, Navy/Search Protect, Yellow-1 Radar, and MK-99 Fire Control System. Interested companies must submit a notice of interest on company letterhead, not exceeding 10 pages, by February 28, 2025, to amanda.n.vidal.civ@us.navy.mil. The government will use submitted responses to determine whether a competitive procurement should be conducted, with a final determination solely at the government's discretion.

The pre-solicitation notice indicates no specific set-aside designation for this procurement, which falls under NAICS code 541330 with a size standard of $47.0 million. The contract will be awarded under 10 U.S.C. 3204(a)(1), justifying a single-source procurement based on Raytheon being the only responsible source capable of meeting Navy requirements without causing unacceptable delays. The anticipated performance period spans four years, with the first ordering period expected to begin in February 2026. Raytheon is identified as the sole potential contractor, with the procurement specifically tailored to their capabilities. While no explicit budget or award value is specified beyond the NAICS size standard, the contract will cover comprehensive technical support services for critical naval radar and fire control systems.
