Update #1 ·

Synopsis: The U.S. Army Corps of Engineer (USACE) Portland District intends to solicit construction firms who are interested in submitting a competitive firm-fixed price proposal for this project. This announcement is for the award of a Design-Build Small Projects Multiple Award Task Order Contract (MATOC). Awards will be made to 8(a) firms which have their principle office or an SBA approved 8(a) bona fide office in either the Portland or Sacramento SBA Districts.
Project Scope: This MATOC will be comprised of a pool of contractors for construction, renovation and repair projects throughout the USACE Portland. The work will be located within the USACE Portland (NWP) District's geographical boundary. Projects will be solicited on an individual task order basis, which only the awarded firms will have the opportunity to propose on.

The USACE Portland District's mission consists primarily of civil works including ecosystem management, navigation maintenance and improvements, electrical power generation, upstream and downstream fish passage structure maintenance and improvement, flood control structure maintenance and improvement, flood mitigation, regulation of wetlands and waterways, disaster response, and public recreation. The USACE Portland District also supports other Military Customers/Installations and Federal Agencies as needed. Task Orders may also be issued to support other Federal agencies and stakeholders with which the USACE Portland District conducts business.

Task orders under this MATOC will include work in and around operating powerhouses, flood mitigation structures, navigation locks, public recreation sites, waterways, wetlands, earthen dams, levees, spillways, and various support structures such as office spaces, warehouses, pumphouses, outbuildings, and bridges.

Scope of Work: The Scope of Work will consist of a broad range of industrial projects. Each Task Order will have both design and build components. Task orders will be ‘non-commercial' and industrial in nature. Task orders for design only or construction only shall not be placed against the contract.

Task orders will be solicited to MATOC awardees through Task Order Proposal Requests (TOPRs). Sufficient project information will be provided with each TOPR, which may include sketches, submittals, or other design information. "Design" means defining the construction requirement (including the functional relationships and technical systems to be used, such as architectural, environmental, structural, electrical, mechanical, and fire protection), producing the technical specifications and drawings, and preparing the construction cost estimate.

Acquisition Strategy: The solicitation of this MATOC will be a Request for Proposal (RFP). The Best Value Trade-Off source selection process will be used to evaluate proposals. Evaluation criteria will be stated within the RFP. This acquisition will result in the award of no more than four (4) firm-fixed-price MATOCs.
Magnitude of Construction: MATOC awards will be Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts. The awarded IDIQs in sum will have a maximum value (capacity) not to exceed $20M.

Individual task order's magnitude of construction will range from $100K to $5M.

Set Asides and Codes: This is a competitive 8(a) set aside. This effort is classified through the North American Industry Classification System (NAICS) under code 237990 - Other Heavy and Civil Engineering Construction. The Small Business Size Standard is $36.5M. The FSC is ZKA - Repair or Alteration of Dams.

Proposal Procedures: The solicitation will be posted on the Federal Business Opportunities website (https://www.fbo.gov/) once it is issued. Firms are requested to register electronically to receive a copy of the solicitation when it is issued.
