The solicitation is exclusively restricted to LEKTRON (Cage Code: 0SSP0) located in Hartselle, Alabama, under Acquisition Management Standard Code (AMSC) 3C, due to the part's requirement for specialized engineering source approval and unique manufacturing capabilities. Potential offerors must meet strict prequalification requirements and possess current United States/Canada Joint Certification Program (JCP) certification. The contract will have a production lead time of 445 days after contract award, with deliveries to be made to the US Army Aviation & Missiles Command Fleet Management Center at Fort Bliss, Texas. The pre-solicitation notice was posted on May 1, 2025, with a response deadline of May 15, 2025, and all communication must be directed to Kristen Woodard via email at kristen.woodard@dla.mil.

The solicitation is not set aside for any specific small business category, and the contract involves export-controlled technical data with restrictions under the Arms Export Control Act and Export Administration Act. The estimated contract quantity ranges from a minimum of 30 to a maximum of 170 units, with delivery to a specific military installation. The contract requires direct acquisition from the original manufacturer, with strict adherence to source control drawing specifications. All offerors must demonstrate the ability to meet highly specialized engineering and manufacturing requirements, including obtaining source approval through the army.mil Source Approval Request process. The export control requirements mandate that both the quoter and manufacturer maintain an active United States/Canada Joint Certification Program (JCP) certification to access and handle the technical data associated with the contract. The Defense Logistics Agency has indicated it will not delay the award process to allow ineligible offerors to obtain necessary certifications.
