About this opportunity

The US Geological Survey (USGS), Oregon Water Science Center is seeking satellite communication service plans for SPOT devices through this Request for Quotation (RFQ). The procurement requires one SPOT Trace Annual Service Plan and fifty SPOT X Annual Unlimited Service Plans to support field personnel safety and tracking operations. Key requirements mandate that service plans provide 100% coverage across the entire state of Oregon in both urban and remote settings, maintain complete compatibility with existing agency-owned equipment without requiring device modifications, and deliver 24/7 user-initiated messaging and tracking signals with integration capability to the USGS go2mapper system. Evaluation will be based on technical capability—including two-way communication ability, reliability, satellite connectivity, and service plan qualities—as well as price. Critical deadlines include January 12, 2026, at 10:00am ET for submission of questions to the Contracting Officer Elizabeth Adam, and January 15, 2026, at 10:00am ET for electronic submission of quotes via email.

This acquisition uses full and open competition with no set-aside designations and falls under NAICS code 517410 (Satellite Telecommunications) with a $44 million size standard and PSC code DE11 (IT and Telecom - Mobile Device as a Service). No incumbent contractor information is provided in the solicitation materials. The contract structure includes a base year plus one option year to ensure sustained satellite communication coverage for ongoing USGS operations. The specific dollar value or budget range has not been disclosed in the announcement. Performance will be based in Oregon, with the service requirement spanning the entire state to support the agency's water science research and field activities. All quote submissions must be received electronically in their entirety by the stated deadline, with hardcopy or web portal submissions explicitly prohibited.
