About this opportunity
The Department of the Navy Naval Supply Systems Command is procuring splice kits through this pre-solicitation notice, specifically NSN 1R-1680-LLF02M708-P8 with reference number D-150-0252. The procurement requires four units to be delivered FOB origin and is designated as a flight-critical commercial off-the-shelf item that requires Government source approval prior to contract award. Only previously approved sources have been solicited for this requirement, and new sources must submit comprehensive technical data and source approval information according to NAVSUP Weapon Systems Support brochures to be considered. The Government intends to negotiate with only one source under FAR 6.302-1 authority, though all responsible sources may submit capability statements or proposals within 45 days of publication. The solicitation is posted with a March 8, 2025 date and an August 4, 2025 due date.
This procurement does not utilize any small business set-aside designations and operates under full and open competition restrictions due to the flight-critical nature of the components. No specific incumbent contractors or potential award values are identified in the notice, though the procurement involves a quantity of four splice kit units. The timeline indicates approximately five months between posting and the response deadline, reflecting the complex source approval process required for flight-critical aviation components. The procurement falls under PSC category 1680-P for Miscellaneous Aircraft Accessories and Components and is subject to Free Trade Agreements and World Trade Organization Government Procurement Agreement provisions. The Government has determined that standard commercial item acquisition procedures under FAR Part 12 will not apply to this procurement, though interested parties may identify commercial item capabilities within 15 days of the notice.
