About this opportunity
The Naval Air Warfare Center Aircraft Division in Lakehurst, NJ intends to award a firm-fixed price contract for Spirent TestCenter System support services, specifically a one-year renewal of Platinum Support and hardware repair services. The procurement is supporting the Aviation Data Management and Control Systems (ADMACS) and Moriah Programs. Due to the proprietary nature of Spirent TestCenter designs, the Navy will pursue limited competition among authorized resellers, as Spirent itself does not sell directly to the government. The procurement will be conducted under 10 USC 3204(a)(1), which allows for limited source procurement when only a few responsible sources can meet agency requirements. Responses to this notice of intent can be submitted via email to Contract Specialist Kelly Gray by May 15, 2025, though the government emphasizes this is not a request for competitive proposals.
The opportunity is not set aside for any specific small business category and falls under NAICS code 513210 for Software Publishers. The contract will involve procuring Part Number SVC-1020STC-R Platinum Support and SVC1320STC Legacy Assurance Hardware Repair, with potential option years available. The government retains full discretion to determine whether to proceed with competitive procurement based on responses received. No solicitation package is currently available, and the government will not compensate vendors for any information submitted. While specific award values are not disclosed, the procurement is focused on obtaining critical technical support and hardware maintenance for specialized testing systems. The contract's primary objective is to ensure continuous operational capabilities for the ADMACS and Moriah Programs through authorized Spirent TestCenter resellers.
