About this opportunity

The Department of the Air Force Air Education and Training Command is conducting market research for Speed of Trust certification training services at Keesler AFB, Mississippi, specifically for the 335th TRS Religious Affairs Airmen Course. The procurement involves Franklin Covey's Speed of Trust Certification Training Program, which includes online Master Instructor certification training for 3 individuals, facilitator materials for 150 people, and a one-year All Access Pass Platform for certification purposes. The training will focus on personal, group, and family development content with comprehensive materials including workbooks, homework assignments, and classroom visual aids for all certified subject areas. A critical requirement mandates that all digital training and teaching materials delivered via virtual platforms must receive prior Government approval before implementation. Interested parties must submit their responses by 11:00 AM CDT on September 4, 2025, via email to the designated contracting personnel, and must confirm receipt of their submissions before the deadline.

This opportunity does not include any set-aside designations and is open to all eligible contractors. The procurement specifically targets Franklin Covey's proprietary Speed of Trust program, suggesting this may be a sole-source or brand-name acquisition given the specific certification requirements outlined in the salient characteristics document. The training package encompasses materials for 150 personnel with Master Instructor certification for 3 key individuals, indicating a substantial training initiative for the Religious Affairs Airmen Course. The one-year duration of the All Access Pass Platform suggests an extended training timeline that will support ongoing certification and development activities. No budget ranges or estimated award values have been disclosed in this sources sought notice, as this represents preliminary market research rather than a formal solicitation with defined contract parameters.
