About this opportunity

The United States Coast Guard (USCG) is seeking contractor support to conduct an Analysis of Alternatives (AoA) for connectivity options across four USCG districts: District 7 (Puerto Rico), District 11 (California), District 13 (Oregon & Washington), and District 17 (Alaska). The primary objective is to evaluate state-of-the-industry wireless technologies for establishing and maintaining network connectivity at remote facilities, with a focus on cost-benefit analysis and technological effectiveness. The AoA must adhere to Federal Acquisitions Regulations (FAR) and Homeland Security Acquisitions Institute specifications, examining both CG-owned technologies and third-party vendor services. Additionally, the contractor will collaborate with the State of Hawaii (District 14) to study the "Anuenue" network, specifically determining if its networking technologies operate in the 7125-8400 MHz range. The pre-solicitation notice was posted on May 15, 2025, with responses due by May 30, 2025, indicating a relatively short response window for potential contractors.

The opportunity is classified under NAICS Category 541330 for Engineering Services and currently has no specific set-aside designation. While the pre-solicitation notice does not explicitly state potential award values or precise budget ranges, the comprehensive nature of the required analysis suggests a significant technical and research-oriented project. The scope covers multiple geographic districts and involves complex wireless network technology assessment, which implies a potentially substantial contract value. The project will require deep technical expertise in wireless networking, spectrum analysis, and comprehensive cost-benefit evaluation methodologies. Contractors will need to demonstrate capabilities in engineering services, particularly in telecommunications infrastructure and network connectivity solutions across diverse and remote geographical environments.

Notice text

Contractor support will provide the CG an Analysis of Alternatives (AoA) of connectivity options for the existing microwave installations in USCG Districts 7 – Puerto Rico, 11 - California, 13 – Oregon & Washington State, and 17 – Alaska.  AoA shall analyze the effectiveness of state-of-the-industry wireless technologies to establish and maintain network connectivity at remote facilities and the cost-benefit of available solutions. AoA content shall be to the specifications in the Federal Acquisitions Regulations (FAR) and Homeland Security Acquisitions Institute. AoA shall examine technologies that can be CG-owned OR provided “as a service” by third party vendors.

Collaborate with the State of Hawaii, USCG District 14, to study the “Anuenue” network that spans the Hawaii island chain.  Determine if the networking technologies used on the network operate in the 7125-8400 MHz range.  If it does, then provide the CG and State of Hawaii an Analysis of Alternatives that meets the joint requirements, including a cost-benefit analysis.
