NASA Headquarters is seeking to increase the maximum ordering value for the Spectrum & Resources Management, Engineering and Programmatic Support (SpectRE) Services contract with Agile Decisions Services, LLC by $38,724,996, extending services from April 1, 2025, through September 30, 2026. The contract provides professional expertise in spectrum management, communication technologies, and navigation systems support for NASA's Space Communications and Navigation Program. NASA justifies the sole source award based on ADS's critical knowledge and ongoing support of NASA's communication and navigation offices, which is essential for uninterrupted service delivery. NASA Headquarters (NASA HQ) has a requirement to increase the maximum ordering value for the continuing services under Spectrum & Resources Management, Engineering and Programmatic Support (SpectRE) Services contract (80HQTR21D0003) with Agile Decisions Services, LLC. The increase in value will be in the amount of $38,724,996 which will also allow for the continuation of services for the period of April 1, 2025, through September 30, 2026. This contract requires professional expertise in the disciplines of regulation management, reengineering, budget formulation and execution, public engagement, and general program and mission directorate support.
The success of NASA's missions relies on maintaining the operational readiness of space communication and navigation systems, while also advancing these capabilities through technological development, new system implementation, and leadership in international standards for space communications and navigation. ADS possesses the critical knowledge and insight gained from its ongoing support of these offices, which is essential for a contractor to effectively continue meeting contract requirements.
NASA’s Space Communications and Navigation Program provides the Agency with essential communication and navigation capabilities and serves as the primary authority for managing spectrum allocations and assignments, supporting both the Agency and the U.S. commercial space communication sector. The program also leads coordination with national and international spectrum management organizations. ADS’s continued support is vital for the uninterrupted delivery of services, including general spectrum management, compatibility analysis, communication and sensor technologies, radio-investigation and Global Positioning System (GPS) technologies, spectrum considerations for extraterrestrial missions, life assessments, and orbital debris management. These services are crucial for NASA to remain a leader in national spectrum management and to support both its mission objectives and its role in assisting the U.S. commercial space communications industry.
NASA HQ intends to continue SpectRE services from Agile Decision Services, LLC. without disruption under the authority of FAR 6.302-(1).
The Government does not intend to acquire a commercial product or commercial service using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Caesar Gooden at Caesar.Gooden-1@nasa.gov not later than 3pm EST on 3/20/2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
