About this opportunity
The Air Force Research Laboratory (AFRL) is seeking to procure three Spectrum Instrumentation DN2.596-16 Digitizer NETBOX units to support quantum homodyne measurement modules for quantum-enhanced RF sensor networks. This acquisition falls under FAR Part 12 for commercial products and simplified procedures, with a deadline for submitting capability statements or quotes by March 13, 2026. The required digitizers must meet specific technical specifications including 16-bit resolution, measurement speeds exceeding 50 MS/s, 60 MHz bandwidth, over 1000 MS of on-board memory, dual input impedance (50 Ohms and high impedance), BNC connectors, Ethernet connectivity, and standalone configuration with included software licenses. The government intends to award this requirement on a sole-source basis to Spectrum Instrumentation Corporation, having determined that no other manufacturer can meet the critical combination of 16-bit depth, modular networked housing, and high sampling rate performance. While this is a notice of proposed contract action rather than a competitive request for quotation, all responsible sources are invited to submit capability statements or quotes for consideration.
This procurement carries no small business set-aside, with the small business size standard for NAICS code 334515 established at 750 employees. Spectrum Instrumentation Corporation of Hackensack, New Jersey has been identified as the sole-source provider based on their unique capability to deliver the specified equipment combination. The requirement specifies three units of the DN2.596-16 Digitizer NETBOX model, each requiring 120V AC power and capable of accepting a 10 MHz clock input. No contract award value or budget range is disclosed in this pre-solicitation notice. The acquisition supports critical quantum-enhanced RF sensor network applications for the Department of the Air Force Materiel Command, with the sole-source determination reflecting the specialized nature of the required instrumentation and the absence of competitive alternatives meeting all mandatory specifications.
Notice text
This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Products and Commercial Services and Simplified Procedures. Notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334515 with a small business size standard of 750 employees.
AFRL requires Spectrum Instrumentation Digitizers meeting the following minimum specifications:
ITEM: DN2.596-16 Digitizer NETBOX
QTY: 3
Bit depth/resolution: 16 bits
Measurement speed in samples/sec (S/s): >50 MS/s
Measurement bandwidth: 60 MHz
On-board memory: >1000 MS
Input impedance: Can be software-toggled between 50 Ohms and high impedance (typically >1000 Ohms)
Microwave input connectors: BNC
Network connectivity: Yes, ethernet interface
Chassis/PXIe card or standalone unit: Standalone unit, not a PXIe chassis card
Software license included
Electrical connector required: 120V AC, US
Accepts 10 MHz clock input
The Government intends to negotiate a sole-source award for this requirement with:
Spectrum Instrumentation Corporation
401 Hackensack Ave
Hackensack, NJ 07601
The Government has determined that no other company can meet all the above-mentioned specifications, most importantly, the combination of 16-bit depth, modular housing with a networkable interface, and a high sampling rate. These specifications are required to support quantum homodyne measurement modules for applications in quantum-enhanced RF sensor networks. For these reasons, the Government has determined Spectrum Instrumentation Corporation to be the sole-source provider of the required items.
This is a notice of proposed contract action and not a request for competitive quotations; however, all responsible sources may submit a capability statement or quote, which shall be considered by the agency. All inquiries should be sent by email to Ashley.Ellinger@us.af.mil. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 April 2026.
A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
