About this opportunity
The Department of the Interior's Interior Business Center, acting on behalf of the Office of Chief Information Officer, intends to award a sole source contract for Spectrum Engineering Technical Services Support under NAICS code 541330 (Engineering Services). The procurement involves radio frequency (RF) coordination analysis and planning services in support of the Presidential Memorandum on Modernizing United States Spectrum Policy and Establishing a National Spectrum Strategy, with specific focus on the 7/8 GHz frequency bands to evaluate potential repurposing for innovative wireless technologies. The scope includes RF Analysis Methodology and Participation Framework development to support DOI's National Field Communication and Spectrum operations. This is a notice of intent to sole source award under FAR 6.302-1, meaning only one responsible source can satisfy the agency's requirements, though interested parties may submit capability statements demonstrating they can meet the requirements and that competition would benefit the government. Capability statements must be submitted via email to Cynthia_c_garrison@ibc.doi.gov by August 7, 2025, with no telephone requests accepted.
No set-aside designation applies to this procurement, and the intended sole source contractor is Spectrum Center Government Services, LLC, selected for their proprietary Spectrum software and specialized knowledge of DOI operations. The contract structure will be a non-commercial Labor Hour arrangement with a base period from August 15, 2025, to August 14, 2026, followed by four additional one-year option periods, potentially extending the contract through 2030. The small business size standard for this engineering services requirement is $25.5 million, though no specific contract value has been disclosed in the notice. The government justified the sole source approach based on the contractor's unique capabilities and the prohibitive cost and time that would be required to develop alternative solutions. All costs associated with preparing and submitting capability statements will be borne solely by respondents, with no government reimbursement provided.
