About this opportunity

The Department of the Navy Naval Supply Systems Command intends to issue a sole-source solicitation for species identification and pathogen detection in field-collected ticks in Kosovo, with a capability statement submission deadline of August 21, 2026.

The Government seeks confirmation that your company can perform vector surveillance and laboratory analysis of tick specimens collected in Kosovo. Work includes identifying tick species using morphological keys and testing up to 250 pools of specimens for Borrelia, Crimean Congo Hemorrhagic Fever Virus, and Tick-Borne Encephalitis Virus using reverse transcription PCR methodology. Testing will be conducted at the University of Pristina under a 12-month base year (September 30, 2026 through September 29, 2027) and one 12-month option year. The Government furnishes all tick specimens; your company must provide sample collection materials, testing reagents, molecular diagnostic reagents, laboratory equipment, and all necessary supplies and facilities. Estimated workload is 520 labor hours for one project manager (scientist).

Deliverables include a detailed species identification report within 45 days of specimen delivery and a pathogen infection status report within 60 days of delivery, both in Excel format, plus monthly reports on test results by pathogen, location, species, and collection date. Quality assurance requires 95% compliance with standards. All government-furnished data and contractor-produced materials become government property with unlimited rights. Publication or submission of findings to scientific conferences requires prior approval from NAMRU-EAC.

Submit a detailed capability statement, confirmation of intent to quote, active SAM registration, company name, address, UEI, and socioeconomic status under NAICS 541715 by August 21, 2026.
