About this opportunity
NASA Johnson Space Center is procuring a specialized wooden shipping container designed to safely transport a MCAT telescope mirror to Ascension Island. This pre-solicitation notice, posted on January 7, 2026, with a due date of January 14, 2026, seeks a replacement container that will protect the delicate optical equipment during transit. The primary contract requirement is that the container must be specifically engineered to accommodate the existing mirror currently in the vendor's possession, ensuring compatibility with the mirror's precise specifications and fragile condition. The government emphasizes that the incumbent contractor possesses critical knowledge of the mirror's current state and the optical recoating work performed, making them uniquely qualified to design an appropriate containment solution. The evaluation will prioritize the contractor's understanding of the mirror's requirements and their ability to guarantee the safety of the optical surface during shipment. This procurement will be conducted under FAR 13.501, which permits simplified acquisition procedures for purchases below the simplified acquisition threshold.
No set-aside designation has been applied to this opportunity. Optical Coating Laboratories (OCL) is identified as the incumbent contractor and sole responsible source for this modification to contract 80JSC025PA006. The contract value is explicitly stated to be below the simplified acquisition threshold, though a specific dollar amount is not disclosed in this pre-solicitation notice. The government has determined that issuing a separate, competitive procurement is not in the best interest of the government due to cost and schedule constraints associated with this time-sensitive mirror shipment. The modification will leverage OCL's existing possession of the mirror and their demonstrated expertise in optical coating and mirror protection, streamlining the acquisition process while ensuring mission success.
Notice text
NASA Johnson Space Center intends to modify contract 80JSC025PA006 for the purpose of adding a requirement for the awarded contractor, Optical Coating Labratories, to build a replacement shipping container so that the required MCAT telescope mirror can be shipped properly and safely to its destination on Ascencion Island. Given that the current vendor has posession of the mirror, it is keenly aware of the delicate and critical state the mirror is in and can design a mirror that will safely protect the mirror while it is in transport and therefore guarantee the work the vendor has performed on the optical recoating of the mirror surface. Therefore, OCL is the only responsible source available to design and manufacture the required shipping container that will be specific to this mirror. The Government intends to award this modification under the authority of FAR 13.501 since the value of the modification is less than the simplified acquisition threshold. A separate procurement is not in the best interest of the Government due to cost and schedule constraints. Questions and/or comments are welcome.
