The NASA Marshall Space Flight Center (MSFC), located in Huntsville, Alabama, is seeking information from the industry about potential sources for an upcoming acquisition for Real-Time Data Analysis and System Development for Advanced Propulsion Systems. The successful contractor will provide the personnel to support the end-to-end development of dynamic environments from acquired test data, provide equipment, supplies (not otherwise provided by the Government), and data management required for specialized data acquisition, data analysis and advanced real-time monitoring data system capability including development, maintenance, and operation in support of propulsion system testing and environment development. The hardware and software capabilities used for this effort are owned by NASA/MSFC.
The technical requirements of the Specialized Real-Time Data Analysis and System Development for Advanced Propulsion Systems is included in the attached Statement of Work (SOW), and is for information purposes only.
NASA plans to conduct a competition, set-aside for small business, for this effort and award a 5-year contract. However, NASA is seeking capability statements from all interested parties. The North American Industry Classification System (NAICS) code for this procurement is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), with a standard size of 1000. Capability statements shall be limited to 10 single sided 8 1/2 x 11 inch pages.
No solicitation exists. When a solicitation is released, it will be at the Government-wide Point of Entry (GPE) website, bet.SAM.gov. It is the potential offeror's responsibility to monitor this site for the release of any solicitation. The Government intends to review all responses submitted by Industry. This information will not be shared outside the Government and may be used to further refine requirements. However, please do not submit proprietary information.
In accordance with FAR 15.210(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or award any contract on the basis of this notice. This notice is for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. No evaluation letters and/or results will be issued to the respondents.
