Update #4 · Latest ·

This acquisition is a follow on effort to the SOF RAPTOR and SOF RAPTOR II contracts originally awarded by the Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) in 2001 and 2009 respectively. The original SOF RAPTOR contract provided a vehicle for conducting training requirements analysis, concept exploration, and prototyping to support United States Special Operations Command (USSOCOM) and its component commands' simulator and simulation requirements.

The efforts contracted under SOF RAPTOR II included similar types of tasks to those performed under the original SOF RAPTOR contract, but also supported numerous Live, Virtual, and Constructive efforts to meet the training and rehearsal objectives of USSOCOM and its component commands.
The new SOF RAPTOR III contract will support not only the objectives of USSOCOM programs, but to support the objectives of the joint Special Operations Forces (SOF) community to conduct operations. More specifically, this contract vehicle provides the means for conducting training requirements analysis, advanced concept exploration, rapid prototype development, curriculum development, SOF specific training and rehearsal exercises, as well as providing support for operation and maintenance functions in support of SOF training requirements.

Update #3 ·

***The Office of the Secretary of Defense has recently issued a class deviation, signed by the Director, Defense Procurement and Acquisition Policy, which directly impacts the bidding and award process of the SOF RAPTOR III acquisition. The PEO STRI Acquisition Center is in the process of assessing any impacts to the current SOF RAPTOR III solicitation which may require an amendment to the RFP. At this point, we caution Offerors that an extension to the proposal due date is likely to take place next week, but a precise due date cannot be established until further information is obtained. Please refer to the attachment section of the RFP to read "Att-X-Additional-Guidance-NDAA" for more information regarding this topic.(Update posted 08/15/2012)***

Title: Special Operations Forces Requirements Analysis, Prototyping, Training, Operations and Rehearsal III (SOF RAPTOR III)

Brief Summary: The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Product Manager for Special Operations Forces (SOF) Training Systems (PM STS) will issue an RFP to replace the existing Special Operations Forces Requirements Analysis, Prototyping, Training, Operations and Rehearsal II (SOF RAPTOR II) contract. SOF RAPTOR II supports numerous efforts in support of the objectives of the United States Special Operations Command (USSOCOM) and its component commands: United States Army Special Operations Command (USASOC), Air Force Special Operations Command (AFSOC), Naval Special Warfare Command (NAVSPECWARCOM), Marine Special Operations Command (MARSOC), and Joint Special Operations Command (JSOC).

Program Description: PM STS requires a contract vehicle to replace the existing SOF RAPTOR II contract which is close to reaching its ceiling. The SOF RAPTOR II contract, awarded in April 2009 with a ceiling of $48.9M, is a single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle, which replaced the SOF RAPTOR I contract. The SOF RAPTOR I contract was comprised of efforts that were 100% Engineering Services, whereas the SOF RAPTOR II contract was a mix of Engineering Services and Program Management efforts. Both contracts were awarded to small businesses.

SOF RAPTOR II provides the means for conducting live, virtual and constructive training, services, training requirements analysis, concept exploration, prototyping, advanced concept exploration, rapid prototype development, and operation and maintenance functions to support USSOCOM and its component command training, simulator and simulation requirements.

It is expected that SOF RAPTOR III will continue to evolve in the future and is geared towards overall engineering services management rather than engineering services alone.

Acquisition Strategy: The SOF RAPTOR III competition will be conducted as a Total Small Business Set Aside, utilizing Best Value Trade Off Source Selection procedures in accordance with Federal Acquisition Regulation (FAR) 15.101-1. The North American Industry Classification System (NAICS) Code for this effort has been identified as 541330, "Engineering Services", with a size standard of $35M.

The SOF RAPTOR III competition will result in a single-award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with a ceiling of $97.8M.
