About this opportunity

The U.S. Army Corps of Engineers Baltimore District has issued a Special Notice soliciting industry feedback on subcontracting goals for the Unaccompanied Enlisted Personnel Housing (UEPH) project at Joint Base Myer-Henderson Hall in Virginia. This construction project is expected to exceed $2 million and will require contractors to submit an acceptable subcontracting plan in accordance with Federal Acquisition Regulation (FAR) requirements. The Army Corps of Engineers is seeking public input to validate and potentially adjust the proposed subcontracting goals before incorporating them into the formal solicitation. This Special Notice applies to negotiated acquisitions with subcontracting possibilities and does not represent a formal bid opportunity, but rather a consultation mechanism to ensure realistic and achievable targets for small business participation.

The primary objective of this Special Notice is to gather industry feedback on the proposed subcontracting goals, which include Small Business Concerns (39.8%), Small Disadvantaged Business (9.3%), Women-Owned Small Business (7.1%), HUBZone Small Business (1.6%), Veteran-Owned Small Business (4.5%), and Service-Disabled Veteran-Owned Small Business (3.8%). Contractors and industry stakeholders are invited to submit recommendations regarding whether these goals should be adjusted or remain unchanged, along with detailed justifications for any proposed modifications. The deadline for submitting feedback is January 5, 2026, at 11:00 AM EST, with responses directed to the Contract Specialist Aisha Boykin and Contracting Officer Tamara Bonomolo. It is important to note that all subcontracting percentages are calculated based on total subcontracted dollars rather than total contract value, and a Project Labor Agreement will be required for this construction project in accordance with FAR requirements.
