About this opportunity

The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to award a sole source contract to Stumptown Research & Development LLC for one combustible gas system flow controller for an 8-foot by 8-foot Blast Load Simulator (BLS-8), with a response deadline of June 5, 2026. This is a total small business set-aside under FAR 13.101(b) simplified procedures.

ERDC's Geotechnical and Structures Laboratory uses the BLS-8 and Advanced Blast Simulator (ABLS-12) to evaluate structural targets subjected to shock waves produced by compressed or combustible gases. The flow controller must adhere to existing BLS gas system specifications and comprise one main Valve Rack (housing flow controllers, flame arresters, driver isolation valves, and the driver) and one Driver Valve Rack (housing spring return isolation valves, venturi evacuation pump, and electric match connection). The gas delivery system operates through a provided Control Unit equipped with an Emergency Shut Off switch and capable of simultaneous multiple operations. The procurement is classified under NAICS 333998 (All Other Miscellaneous General Purpose Machinery Manufacturing) with a 700-employee size standard. Stumptown Research & Development LLC, located at 104 Eastside Drive, Suite 110, Black Mountain, NC 28711-8208, is identified as the sole manufacturer capable of meeting these requirements.
