About this opportunity

The U.S. Fish and Wildlife Service, Gulf Restoration Office, has published a Special Notice of Intent to Award a Logical Follow-on Contract under GSA Federal Supply Schedule procedures. This notice announces the agency's intention to sole source a combination firm fixed price and time & material contract to Industrial Economics, Incorporated of Cambridge, Massachusetts, under the authority of FAR 8.405-6(a)(1)(C). The contract falls under NAICS code 541611 for Administrative Management and General Management Consulting Services and represents a logical follow-on to original order 140F0220F0031. The agency emphasizes this is not a request for competitive quotes but rather a formal notification of their intent to proceed with a non-competitive award. The contract has an estimated total value of approximately $2 million and will include a base year with two option years.

The primary purpose of this contract is to provide continued administrative and logistical support for the Deepwater Horizon Natural Resource Damage Assessment and Restoration Case, where the Department of the Interior serves as Lead Administrative Trustee with responsibilities delegated to the Fish and Wildlife Service. The work involves coordinating restoration efforts across multiple states (Florida, Alabama, Mississippi, Louisiana, Texas) and federal agencies under various legislative frameworks including the Oil Pollution Act of 1990, NRDAR regulations, the Deepwater Horizon Consent Decree, and NEPA requirements. Interested parties have until September 19, 2025, to respond to this notice, though no competitive process is planned. The justification emphasizes the need for continuity and institutional knowledge, noting that transitioning to a new contractor would disrupt ongoing restoration efforts and that the incumbent contractor has established expertise and stakeholder relationships essential for the complex multi-jurisdictional restoration program. The procurement strategy utilizes both firm fixed price and labor hour pricing methods, with more than half the contract value allocated to firm fixed price components.
