Sole Source Notice of Intent

(FAR Part 13 Simplified Acquisition Procedures)

In accordance with FAR Part 13 Simplified Acquisition Procedures, the United States Fish and Wildlife Service (USFWS), on behalf of FWS National Conservation Training Center (NCTC) intends to award a sole source action to Gallup Inc. for a base + four option year contract.

NCTC is seeking to contract with Gallup to provide the web-based survey, survey analysis tools, and employee engagement improvement planning tools it is seeking. Gallup has ownership of the Q12 employee engagement survey, which was first developed in the 1990s with modern, social science theory about the positive impact of employee engagement on organizational success. This high level of confidence is achieved through analysis of questionnaire responses in comparison to all Q12 data collected (and owned only by Gallup) through its administration over the past several decades to a wide range of work teams in federal agencies, commercial businesses, and nonprofit organizations around the world. The ability to compare data collected from a work team like the one at NCTC with all Q12 data collected from similar agencies and organizations will greatly enhance NCTC¿s ability to understand its results and use them to measure and maximize employee engagement. Gallup also owns, and is offering through its Access to Engagement product, more than 300 weighted and validated questions measuring employee views and attitudes across a range of related indices. The Access to Engagement client can use any of these questions to build custom employee engagement ¿pulse checks¿ and larger survey instruments to determine employee views on returning to the office post pandemic impacts employee satisfaction; how employees view their organization¿s commitment to diversity; organizational change, accountability, innovation, leadership, and other indices.

This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same products or services may submit product information and a capabilities statement that speaks to the products/services the US Fish and Wildlife Services are seeking in this proposed acquisition. All responses are due by August 10, 2021, 10:00 AM Eastern Time and can be sent to Lorenzo Aragon at lorenzo_aragon@FWS.gov. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the Government.
